Can the state promulgate a law or regulation which will "force" practitioners of some religions to breach their "religious" do and don't?

Here is a little something that was sent to me from Belgium, I translated from French and hope the meaning of the snippet is not too impacted:

A man is walking in the Bois de la Cambre in Bruxelles.
