dart, call Scottrade and make believe your a customer. Perhaps they can explain it better then I just did.

Also, I think you forgot some very important wording in this sentence:

The TA 1st issues them and YOU receive it in a certificate format.

Shouldn't it read:

The TA 1st issues them and YOU will receive it in a certificate format when it happens.
