read it again. it says customers can keep their own winch:

in addition to new stand-alone Proteus systems, Deep Down has the ability to deliver in-line active heave compensation systems that can be retrofitted to existing winches, thereby adding active heave capabilities to an existing infrastructure. This ability allows prospective customers to preserve their capital investment in existing winches and substantially reduces the cost of adding this increasingly important capability.
imo deep down would like to sell as many LARS/proteus combinations as possible. i think this may be what's considered the 'standalone' version. note what robert chamberlain said in that Q&A:

9.
Q: will the LARS have a broader market than the proteus or are these two items on par in that regard?
A: the LARS probably has a broader market because not all applications require active heave. proteus may or may not be a complement to a LARS unit. in other words, you need a LARS to have the proteus, it's not the other way around. there will be some applications that require a LARS with a proteus attached.
______
so jk21, you can see where this is going. any sales DPDW does of the new proteus with a 4000M lars attached might sell for north of 3M bucks for the package. 15 such customers and we've got $45M in revenues just from these two products alone. that doesn't include any other electrowave contracts, or SFLs and other subsea systems from the core business. it doens't include any buoyancy sold for matrix asia pacific, or rental fleet income from mako.
and speaking of mako, let's not forget we could toss in a ROV rental (plus a crew) from mako for that winch/proteus package. when we start viewing this stuff in combination, the various synergies and the numbers really do start to add up. jmho.
