Its not like they are choosing to ignore their own rules IMO, it is just they don't have the bandwidth to deal with an out-of-control market. In the same way....if there were enough highway patrol, there would be no speeding...if there were a half dozen guards with automatic weapons in every bank, there would be no bank robberies...etc...lol!
