my take is.... The 43-101 report is accurate for the tailings at Krong IMO. The question is, who owns that big pile, and the report?

Chegenev is the key. He's part of Krong, Golden Share, Puma, Aurus...... He initiated the 43-101 from TsNIGRI, but which company was he representing at the time? Was the report done for Puma?Was the report done for Aurus? There's a common denominator here and it's Chegenev, we just need to figure out the equation. IMO of course.
