I disagree. Why is it better to announce a dillution after a partnership?

Well making an assumption that a parternship deal would increase GTCB's share price to $1.75+ one could make the arguement that
1) The same amount of cash could have been raised with 1/2 fewer shares/warrents
2) Would there even be a need for financing?
3) Could not with a partnership could financing be delayed until some more favorable business developments occur.

You can spin it anyway you want to..This dilution had to be out of neccesity, doubtful because of anything else...
