In any case a membership to FPA is a given, if IR were to procure a PDR sale that means either company shares will need to be deposited or with already deposited shares to complete the transaction..

In turn if John Doe has a sale order on the exchange he’s not getting filled…correct?

***you hit the nail on the head and this point needs to be deiven home. How is the company able to sell PDR's out of Dallas but no one on the exchange can sell ROFL 24/7 on the exchange. What kind of exchange is that. You are allowed to buy in but only the company is allowed to sell???????
