sortagreen -- perhaps in the simplest sense it boils down to:
seems there will always be those who are powerful, and those who aren't (unless they can and do resort to mass action)
the issue through all the noise of history, all the different forms and ideologies of governance -- for the compliance/cooperation of those who aren't powerful (unless), what, if anything, do they get? -- what are the terms of the deal?
then the 'ought' -- what should be the terms of the deal?
