I am basing it on previous PR's, and also comments which were relayed over the phone by the CEO last year such as this:

RGNO has been sounded with offers from two different parties, needless to say they are at a much higher premium then what we are currently trading at. Jerry said they are in no mood to give this away cheap even at a higher premium but would consider it if it reflects the real value of the company. According to him the company should be valued close to 100 million dollars based on the equipment they have on the ground and their oil and gas assets
