The article specifically states that TSNIGRI denies any knowledge of Zebaikalgeoprom ... which I doubt.

After many letters went to TSNIGRI on the subject of the audit, there were those who thought that since they weren't answered the report must be real... but now when it comes out that TSNIGRI publicly disavows (to an agent of the press) any knowledge of Krong or Aurus, how can it still be possible that the report is legit?
