well, for one you could ask them and if they lie you can certainty tell by their actions on the boards' basically pumping the stock or getting involved in the discussions of the company
' pro or con would be a sure sign they own the stock.

removal of all moderation duties on all boards .. would stop the cheaters when caught.

Why not increase the the mod squad and police the mods?
