Investigative Services Agencies (fka IVAY)

It is my understanding that these agents need federal security clearances. Depending on the clearance level required by IVAY, 1000 qualified people would be hard to find - let alone hire.
Secret is not that difficult but anything higher takes over a year for low-priority cases such as this. Also, higher clearances are good for 5 years and those who already have them, would need to have more than one year remaining to retain the clearance after leaving federal or military service. All this is IMO.
