Shelly's rhetorical question asked if you have read "The Boy Who Cried Wolf", not if you could read it. I am guessing the answer to her question is "no".

I'll put the meaning behind her question to you another way.

Answer: Because you are shouting so loudly we cannot hear you. In other words, you file so many frivolous TOS reports that we ignore all of yours.
