well SMF to get it done this way and sec knows they did wrong.

these offenders should lose their licences to do business. imho.

The SEC grandfathered the offenders in with Reg SHO. They finally pasted something to change it, but I doubt it changed. The people doing it and getting away are making a lot of money and are very well connected.
