Well this is definitely a way to ensure it stays within its thermal/voltage limits but it certainly is an unusual precedent to have a processor which cannot be overclocked in any fashion. One has to say that Prescott is shaping up to be the worst of bad dreams and I can't quite believe it has been released in the state it has been, someone pinch me and wake me up, this isn't really happening is it ? Anyway the extra layers on the EE may ensure a 3.6/3.8 EE appear this year as well as higher clocked Xeon DP/MPs to counter higher Opterons/FXs and I wouldn't be surprised to also see P4Cs appearing at those speeds as well while they are busy sorting out Prescott during this year.
