You know, even in that press release retracting the prior press release, they are still trying to mislead to make it appear that a contract might have been drafted to finality:

the concrete commodities mentioned in that release and the corresponding transaction were indeed cancelled and no contract, even if drafted to finality, was consummated.

The never quit with the lies, halftruths, exaggerations and misdirection. Gary Rennie spoke to management at Ramada General Contracting and they told him there was never a contract, but rather only some phone calls and perhaps correspondence (I don't remember exactly, but definitely that there was never a contract). The PR from Petar was clearly worded to indicate that the contract had been closed, which means a done deal ("The cement contract has been finalized, and the contract is officially closed.".
