Here's a listing of gasoline taxes in each state.

California State Tax $0.32 + Federal Tax $0.184 = $0.504 per gallon

Colorado State Tax $0.22 + Federal Tax $0.184 = $0.424 per gallon

Gasoline costs $0.521 more per gallon in California than in Colorado. The gasoline tax in California is $0.10 more per gallon than Colorado. This leaves $0.421 per gallon difference in price which is due to something else.

Denver requires special oxygenates added during four months of the year. San Francisco and Los Angeles require special oxygenates added all year long.
