The San Francisco Bay Area and Los Angeles require the addition of costly oxygenate additives to their gasoline in order to meet Federal clean air standards. This is why gasoline is always roughly $0.40 more per gallon than in other areas of California.

The entire California region requires more expensive blends than does Oregon.

It's amazing what range of wacky alternate explanations people develop to explain the price differences.
