And, not sure if it has all to do with backbone, except
if I knew that some votes were made just because of the
fear of a veto. Wouldn't it be in the Dem interested to
have Bush veto, or am I just showing my ignorance, again?

Ummm, if it didn't pass because of Reps being afraid of Bush for
some reason, then i guess would agree with you on the backbone bit.
Your backbone bit must be directed at Reps and they must be most crucial.
