You can't be 100% sure but most at ask are buys by shareholders,most at bid are mms buying .The ones between bid ask may go either way,but with L2 you can sometimes see the way the bid ask moves and guess on it being a buy or a sell .
As I said you are never 100% sure ,sometimes they sell at bid to fake us out.
