I don't know what you're getting at. Siverthorne is part of a new Menlow platform, therefore redesigned in 45nm for a new market (expected to be much higher volume than the UMPC devices previously as a result of being more functional and higher performance, from the link). What I quoted was this:

The 45 nm Silverthorne chip is expected to be as fast as the second-generation of Pentium M processors, while running in a power envelope between 0.6 and 2.0 watts.

That's pretty fast for an embedded part.
