It looks like he was referring to the original $cpc, as invented by Marty Zweig decades ago.

I use $cpce to avoid the distortions caused by the inclusion of index options and qqqq options in the original cpc.

His mix of ma's is used a lot in TA. I use different emas but the same concept.
