I agree with you that something is holding the pps down. While I do not even begin to understand how, I believe the mechanism causing this failure to run is the MM “system.” I have read many posts and articles that discuss this problem down here in penny land. They have a method that creates significant profit for them and impose great restrictions on the pps.
