I was hoping that by now I would have had a reply from you. I do hope you received the E-mail.
I met with Dr. Wenceslao Vega this morning and we sorted out all the material that we need in order to prepare the application for the proposed project "Operation Abrojos" on the South Reef of the Silver Bank. After that meeting, I had another meeting with Arq. Pedro Borrell at his office with regard to the same matter. As you know, Borrell is the Director-General of the Sub-Aquatic Office of the National Patrimony. He is enthusiastic about the project and said he will give the application his full support with the Ministry of Culture.
In spite of all the positives as stated, there is a looming negative that has to be dealt with, something that we had no knowledge of before. Borrell said that during the period of the Hipolito Mejia Presidency, about five or six years ago, he issued a "presidential decree" granting a French group an exclusive contract for the Silver Bank, although excluding the "Concepcion" wrecksite which is now under contract to Tracy Bowden. Up to this very day, this group has been "non-per for ma" and has not adhered to the terms and conditions of their "odd" contract. Borrell said to go ahead and proceed with the application, and he felt fairly certain that a special concession would be made for granting me this contract for that specific area.
I spoke to Dr. Vega again later this afternoon and reviewed this conversation with him. He plans to talk to Borrell personally tomorrow in order to get a better feeling for the situation. He will also proceed to get a copy of the French contract for our review. I believe this to be a very crucial time whereas all old contracts are now coming up for review for renewal considerations within the Ministry of Culture. My wife is also ready to play her own cards with her friend Sulamita Pueg, wife of the current Dominican Ambassador to Spain. You may recall me mentioning that she was the previous Sub-Director of the Ministry of Culture before leaving for Spain with her husband Leandro.
Very early tomorrow morning, my wife and I go back to the U.S. Counsel for our interview and submitting our passport applications. This should be interesting. On Thursday morning I have another meeting with Dr. Vega to continue working on the application. In the meantime, I can't do much with continuing the work on the "Operation Abrojos" Operational Research Plan because of the already described computer problems. Dr. Vega said this is most important but won't necessarily hold up the application process. (I'd like to see everything presented together.
One last thing. Dr. Vega checked his E-mails while I was there and we have yet to hear anything from Maricio Velazquez in Colombia. Has Diego heard anything?

As you already know, I have been working constantly (when and how I can with a number of other problems) to complete the Operation Abrojos operational plan. I worked all day and into the night Sunday and periodically I will burn a dics as a back up to my work. Yesterdays work was burnt onto disc #6, checked and all was there. Yesterdays work was very in-depth technical which related to survey longistics and also the re-positioning of graphics throughout the plan.
This morning as I continued my work which was up the section "Excavation & Cultural Material Recovery" (as is a category similar in the other plan) The sentence I was typing went into large capital black letters and "dumped" everything else previous to it. Leaving the program and going back to "Documents" I found that it no longer existed. I then inserted my disc #6 and to my relief it was all there. When I later re-inserted it to continue working, the disc is now indicated as blank. When I insert my disc #5 (which takes me back in work considerably) it is readable. This is a disappointing disaster.
I have been engaged in constant rounds of E-mails with Dell Tec. as well as the Dell Chat sessions relating to obvious flaws in this new Microsoft Windows Vista operating system. Various solutions were tried but to no avail. Finally both on Saturday and Sunday, a Dell Resolution Specialist called me and said they were preparing a new up-dated hard drive which was going to be sent to my Miami address. When I come back to Miami I must bring the old hard drive along with me for return. He openly admitted that they were encountering various problems with the Vista system.
My problem now is not only the loss of a considerable amount of my work but also the fact that anything else I may do will be precariously left to chance of loss.
I have a 4:00 pm appointment with Dr. Vega at which time we will lay out the format for the Dominican application here. I also spoke to a high ranking intelligence officer very close to the president who said that if I needed any help to get things moving, he would be available. This officer has been a friend of mine here for years. I wanted to meet with Vega this morning but his plans changed so we had to re-schedule (spoke to him last night).
Well, Wednesday will soon come and hopefully there will be a rush put on this new passport issue.
