Yes, the float is very low for a stock at this price. This is one of those stocks that, with a great PR, could make a huge 1-day run... maybe one of those 1000% gainers in a day... lol It's nice to dream, but I don't think it's all that outrageous considering the low OS, low float and potential of the company.
