Newly, there were plenty who did recognize the energy handwriting 25 years ago.

The Carter Administration was full of energy initiatives, eg establishment of a cabinet level Department of Energy, development of a National Energy Plan, establishment of the Strategic Petroleum Reserve, and funding for a number of experimental programs involving alternative technologies. Even the Trans-Alaska Pipeline started flowing during the Carter years.

As time went by, however, and the memory of the oil shocks of the 1970s faded, subsequent administrations with different priorities set much of this work aside. While it might be good for the government to look into promoting energy research once again, I still don't hear the public clamoring for it.
