P2D welcome back thanks for the update. PLYCF's OS was

99,933,246 fully diluted (from the 2/13/2007 pr)
72,366,246 free trading and 27,317,000 restricted (from 02/23 pr)
100,000,000 Authorized

So really everyone assumed it was fully diluted since February. Restricted shares would be the only thing left to really argue about which is less than 28 million.
