That's my guess as well, because it isn't as if they have been releasing these interim PR's and then dumping stock on us based on the volume and share price that we have been seeing. I think these interim PR's seem designed to genuinely keep us up to speed with what's going on, which is pleasing from my point of view.
News of a definitive deal closing should bring nice volume in as well as there are quite a few people holding this one that will be making noise about it when it closes.
