How many PDR holders are there. You can't even take an honest guess? And, not how many to make the exchange a success but how many will it take to make it function? Is Pedro really setting this up for the benefit of 50 or 60 PDR holders. To make this thing the global dynasty that Pedro says it is IMO will take thousands of PDR holders and they aren't even close. At the present rate they may never have enough to make this thing work... ever.
