And Therein Lies The Question:

Almost any scam in pinks you can name orchestrated a fairly impressive runup prior to the colapse. Your example, from .008 to $10. SLJB went to the quarter range. PBLS???
Since Katrina's spike to .12 and subsequent fall we've been at levels not far north of here. A good scam does a much better job at elevating pps than we've seen here.

I think there are problems. They may be substantial and beyond repairing. I don't know. But I don't think this has been or is a scam.
