Coal has the lowest cost per btu of all fuels. Coal fired power plants are the cheapest to build if there are no air permit restriction. This is why the Chinese build about 1 per week.
The DR has a major problem maintaining their grid and base load capacity, and collecting payments from their customers. Substiting JR juice for diesel is not going to solve any of there problems.
Building some coal fired generators which could use a blend of waste biomass and coal would cost far less per additional mega watt than JR's reactors processing soy beans or sugar cane. The DR gov't would have to spend millions building a reactor which is yet unproven in its economic advantages or continuous duty performance, only to change their fuel source with no improvment in capacity.
This proposed venture is more like charity than big business. Do you really want your money being used to make cheap fuel for the people of DR? What happened to getting AMERICA off oil? I would happily buy back in if JR would just start the EPA registration and testing process rather than trying to avoid it.
