The point of this recent trip to the DR was not to sign a contract. It was to further validate the process and its applicability. JR points out that the DR uses fuel oil to run its generators. JR claims he can make fuel oil with his reactors for a lower cost. The DR could potentially save a lot of money. All this may be true.
Now, look at the infrastructure in the DR. It is falling apart. Consumers do not pay their bills. Profits are not used to improve the system. 70% of the electrical generation is with fuel oil running old inefficient diesel generators.
Since the Dominican Republic is a developing country, they would be better off building some modern, efficient coal power plants, and importing coal. This is far cheaper than fuel oil or JR juice, and is existing technology.
Hoping to make a profit where rolling blackouts and corruption are rampant is typical of JR's attempts to find a shortcut to market.
