I've got it. I didn't realize you were talking about direct democracy as opposed to representative democracy.
I'm not sure I can give you a satisfactory response. I do vaguely recall reading about the reasons our founders felt direct democracy would be unwieldy and subject to attacks of mass hysteria, but I've long since forgotten the source(s). I do recall that I accepted the explanation without question, as much because I was not disposed (in those years) to question the wisdom of our founding fathers as because of any conviction that the reasons were valid.
