I guess you're missing the point.. they are all world wide recognized financial tools.. period.. whether an "act" or someone with a good idea to facilitate financial transactions.. focusing on it being an act of congress, which it is, seems to me to be an "in the box" kind of view. I'm looking at the big picture instead of being microscopic about it...
