itlogic.. I just wanted to comment on your comment about Check 21 and it being a "USA policy" to sum it up..

I don't think Visa and Mastercard were recognized worldwide in their beginnings... do you? What about now? Name recognition and association can be very powerful... so an entity called "Check 21 China" can make A LOT of sense given the familiarity it has here in the US. What would you call the system? How would you market it? ( if you didn't name it Check 21 China )? Curious..
