Does every PO have to have inventory or just the larger regional facilities? How does JF keep tabs on inventory? I can see PO employees helping themselves to free movies/games and we investors have to pay for a sub.

I'm not sure that the government should be "partnering" with a private entity such as this, in this manner, but if it can help me get my money back, so be it.
