Trying to shake weak hands might be a part of the problem.
The second reason (IMO, probably the major one) is that it is August. Most Russians take vacation this time. All offices in Moscow are half-dead right now. I also want to mention that doing things in “expeditions manner” in Russia is completely deferent from North America. I wouldn’t be surprise if I’ve learned that Mr. D said to the BOD “Okay guys, let’s do everything very quickly to get things done by Xmas”. Sound funny? Yes, it does. But, this is how it might be.
I don’t know much about the Parkin guy. However, reading your posts I would assume he is a really bad boy. I would say that it is good he is in the loop at this point. He certainly needs to improve his business image and he’ll be working hard to do this.
