All known transistors show exponential correlations of frequency vs. leakage in current nodes, whereas it obviously goes linear with transistor count. I am talking about a given transistor in a given process. It doesn't leak any more when turned off if it sits in a 20 pipe stage CPU that runs at 3.2 GHz compared to a 12 pipe stage CPU that runs at 2.2 GHz.
