I found some stuff about William McLemore.....apparently he worked for Dames & Moore, which was in 1999 acquired by URS.

Prior to joining Dames & Moore, he was employed as an economic geologist by the U.S. Forest Service and as a petroleum geologist by the Pan American Petroleum Corporation. Dr. McLemore is a native of Atlanta, Georgia and holds a Ph.D. degree in Geology from the University of Georgia.
