No! No! No! Shares held by insiders are not considered as part of the float because it is assumed that they will not be traded on the open market except with prior public disclosure. Whether those shares are restricted or not has no bearing, except they are obviously not available to be traded. Alliance has been selling so his shares are in the float. Yaacov's statement is not phrased in terms that would make him culpable. From his past conduct, I assign him zero credibility.
