No - companies can announce either an intention to lay-off in advance or announce lay-offs have occured.

The way MRVL operates from a PR standpoint (not the best) I would not be surprised if they announced it after the fact.

Also - it is fairer to the employees - a pre-announcement kills moral and people stand by the water cooler speculating who's staying and who's going. It cuts down on productivity.
