not to parse a phrase too much, but saying "8645 acres of mineral reserves and one million troy ounces of gold" means something different than if you think he meant

'8645 acres if mineral reserves with one million troy ounces of gold'----

"and", (in my Bill Clinton dictionary), means in addition to,

while if he had used "with" would have implied that the million ounces of gold was a part of the mineral reserve.

so, since he used "and", the proper English interpretation is what he said referred to two separate subjunctive articles.

But given the translation hash that gets slung around here, i doubt one can make a ruling either way as to his intent.
