The OSC Hearing is hammering a nail of proven wrongdoing into Suljas 2x4's of false representation.

any settlement will certainly not be "forced" on the OSC.
Settlements are their preferred way of handling these matters because long hearings are very expensive and time consuming for both the OSC and defendants.

Closing down a supposedly profitable 20 year operation in Ontario and opening a new operation in Alberta smacks more of cutting and running to me than expansion.
