the conspiracy theorists expect us to believe that the government on one hand leakes like a sieve, but on the otherhand can expose large numbers of people to it's wicked intent with total secrecy the result. on one hand the government is so grossly incompetent that it puts our well being in danger, but on the other hand it is all knowing and omnipotent.
