Being in a depressed area, as Sulja is, many builders rarely build on speculation, preferring to have signed sales orders in hand prior to building. The actual quantities of homes to be built are therefore open to the indiviudal buying trends that have not yet been determined. And as each individual buyer may require and/or desire something different it is very difficult to forecast and order in advance all of the necessary components. IMO JIT would be an exercise in futility for little Sulja.
