They are always going to change things and then the lobby gets involved and they water it down don't they. Maybe if after this, if it continues and we watch them closely we can get the rest done also. But the way I read it, it won't be untill the middle of October 2007 that we will be able to see if this is making a change. In the mean time they are giving them 3 1/2 months to get their buy in. What do you think?
