I know through interactive brokers you can short pinks/pennys.

In fact, ETMO was on that list for a while, then it was taken off.

As for legality, im not sure, someone else on this board should probably pop up and answer that for you.

To be successful in the trading game, find a sound strategy and then learn and understand the rules of your strategy.
