If you read the filings on most of these companies, they usually mention how they've been forced to resort to financing which will could harm shareholder value and lead to the issuance of additional shares and subsequently, a lower PPS. We've been warned in black and white!

As a result, most PRs and the 'news' everyone gets so excited about, are merely meant as a way of creating a little liquidity so financers and company insiders can dump shares.

In most cases, there's no intention of letting the PPS run higher, or even keeping it at current levels.
