I still am convinced that the Pan Am plane was payback for Iran Air flight 655. Who was mostly responsible I believe was the Iranians and Syrians.
As to Muamar Quadafi. No matter whether one thinks he is the Devil or a Great Man he is not stupid. If GW and cadre get a serious hard-on to boost election poll sentiment by taking out a weak spot, Libya would be an easy target. Quadafi understands that and by taking this current action makes that scenario much less possible.
