There's some question about the liquid assets. Those assets may be highly restricted by their government as to how and where they may be used. To the extent that that is the case, you could say that it is the government that "owns" or controls those assets rather than the company or its shareholders. I suspect that this is the problem here vis a vis market cap.

Anybody who can shed more light on the situation, please do.
